My question is from Image 15 Bug 29700479 : BATCH AAR PROCESS FAILING DUE TO MULTIPLE ENROLLMENTS OF COURSE WITH TOPIC ID

The steps to replicate are:

The issue can be reproduced with the following steps:
1.  Create a course that is repeatable 99 times
2. Create two topics IDs and make them both non-repeatable.
3. Schedule the class in the current and next term. 
4. Enroll the student into the current term, the process a Withdrawal
transaction.
5. Enroll the student into the next term so the enrollment is In Progress
6. Try to generate the AAR and notice the error.

I have reviewed PeopleBooks but cannot determine how to make a Topic non-repeatable (sep 2).  The bug report on My Oracle Support notes an attachment
