Product Budget Line Start/End Date

While working with uploading project budgets in Project Planning and Control, it appears that if a project is defined without a finish date, then the start and end dates in the project budget lines in Project Planning and Control will set the start and end dates on each budget line to be the project start date. Is this a correct assumption?

If users do not want to define an end date for a project, can budgets be uploaded for future periods by changing the project end date at the budget line level prior to uploading a new budget?
