Is the 19-E update still on track to be released December 6th?

I'm making plans to perform the update this weekend so I can test next week and promote on Sunday, December 15th. However, I can't find anything that definitively states that 19-E is still on track to be released on Dec 6th.

QUESTIONS

1) Will 19-E be released on Friday?

2) For future reference, is there a page or location that shows up to date information when the December patch is set to be released?
