Change in behavior (slower performance) running IC Matching reports with PSU 208?

Lately I've noticed that the behavior of running IC Matching reports in 11.1.2.4.208 seems to have change resulting in longer running reports. Anyone noticed the same?

It seems like the running IC Match report is affected by data related actions by other users.

My theory is that previously the IC Match report resolved a list of the entities it needed to translate and then did the translations top to bottom. So once it had translated an entity it kept that information until the entire report could be rendered. So one pass on each entity (incl. partner entities). Now it seems like the Translation Status is being revisited multiple times so Data Entry, a Force Calculation or a Concolidation All (incl. with Data) will result in another pass on translations.
