CWB:FDPSTP failed due to ORA-20001: BEN_91665_BENMNGLE_ERRORED: N, ORA_ERRCODE, -1

Hi

My client has a CWB Plan for their annual increases - this plan covers everyone in the organisation.  But now they have decided that only grades 9 and above must be on this plan, and grades 10 and below must be on a new plan.  So I changed the original plan to only include the 9 and above grades.  I ran the participation and it works perfectly.  The I created a new plan - exactly the same as the first one, and just included the lower grades.  But when I run the participation, I get the following error:
