Report is not getting completed

We are running a customized subleger report in EBS 12.1.3 and DB 12.1.0.2.0 which produces data in XML and converts output to excel. When I run SQLs in SQL developer for a month, data comes with in maximum 5 minutes but when running from application even after 10 hours it is not getting completed. Few days back, our DBA rebuilt indexes. But this time even after rebuilding indexes, it is not completing. Also I have noticed that even from report builder it is taking much time (not completing).

Any clue or support will be highly appreciated.
