Next steps after upgphys from IP16 to IP19.7

Hello,

We have just finished upgphys from Siebel IP16 to IP19.7 and performed the post upgrade steps. According to Upgrade guide it shows next step as Reviewing the Siebel UI but there are no steps for how to setup the application and how to access it at all. Do we need to follow the steps from the install guide for this?

We created another instance of our 2016 database and performing upgrade on that on new servers.

Additionally, I am trying to follow the instructions in Install guide and the SMC is not working. Attaching the screenshot.
