Issue with starting SMC after upgrade from IP16

Hello,

We have just finished upgphys from IP16 to 19.7 and trying to setup services and components. We did a mix of migration + new upgrade because we had the copy of the IP16 database and all new servers without any prior siebel installation.

Now I'm trying to follow the steps in the Chapter 6 of Install guide - "Additional Postinstallation and Configuration Tasks" but the SMC doesnt launch and gives this error-

I tried this on the web server (where AI is installed) and even on app server (where we carried out upgrade) for the sake of but same error at both places.
