How can a customer request for Oracle to post a new Technical White Paper

Hi Experts,

   We have done customization in cycle count to sort out deep lane item handling issues. We would like to publish the white paper kind of document which will help E.Business suite users who suffered with similar kind of issues. Could you please guide how to create such kind of documents in oracle and to publish the custom solutions.
