AHF 19.3 install has introduced increased cluster waits for sql

we have recently installed AHF 19.3 on our RAC clusters and we have noticed that  queries have encountered increased cluster wait times.  these times seem to continue to increase.  we have uninstalled AHF on a few clusters and this increased cluster wait has gone away and execution times have returned to normal.  I am not sure what tool, daemon, or process within AHF 19.3 could be causing this issue.  anyone have a similar experience or have any idea what could be causing this?  is there a summary of new daemons, processes, etc that are automatically started as part of the
