Broken Shared Components Static - Application Files after 19.2 upgrade

I upgraded APEX from 19.1 to 19.2.  The APEX images are fine.  However, our application images under Application 102/Shared Components/Static Application Files no longer work in the app.

I can go to Application 102/Shared Components/Static Application Files and download the image.  But when I run the app a "broken image" icon appears.

Any quick ideas. 

The tag's look correct in the builder:

#APP_IMAGES#LION TotalCare Logo_no stamp_tagline.jpg

This is the exact match to reference column under path: Application 102/Shared Components/Static Application Files.
