Jdeveloper 12.2.1.3.0 doesn't show “Generate Config Plan”

I installed fmw_12.2.1.3.0_soa_quickstart.jar. Jdeveloper installed with this installation doesn't show  “Generate Config Plan” when I select composite.xml
