FTE Counts rules in Oracle

Hello,

I am interested to implement the possibility of “turning on” a functionality in Oracle that provides a warning when a user tries to hire, transfer, or promote someone into a position that does not have an available FTE value.  Can someone share if implemented? If not please advice the good MOS note/document? I know there is Budget and Control Positions Using FTE options in E_Business Suite.
