EBS advanced provisioning using 2 node RAC database

I am unable to provision EBS vision environment using a RAC database in a public AD-specific subnet, in advanced provisioning options. The servers are provisioned but orchestration fails at the Post Install Patching phase. Has anyone seen this issue before? Provisioning using compute works completely fine.
