Seeded business event 'oracle.apps.po.event.po_approved' not raised upon PO Approval?

I am trying to raise seeded business event 'oracle.apps.po.event.po_approved' which I understand should get raised upon PO approval. However my sample subscription is not getting fired. Am I using the right BE or is there anything else that I may be missing? (Version 12.2.9)

When I direct 'Test' the event, I see that my subscription has run.
