Are merchants on employee expense report lines subject to OFAC regulations and validation?

I find information in the Payables, Billing and Treasury PeopleBooks related to the OFAC validation processes of suppliers and customers; however, the Expenses PeopleBook makes no reference to OFAC and validation of merchants.  I am trying to find information regarding the applicability of OFAC regulations related to Expenses merchants and the PeopleSoft validation processes.
