US Pay - What is deadline to get HRMS year-end patches loaded

We are stuck with adop phase=fs_clone not working on our 12.2 production environment after patching AD and TXK.Delta.11 (prerequisites for year-end HRMS patching).  I've been working an SR with Oracle since September when we installed these patches and cannot get the Patch FS functional.

What is the absolute deadline to get year-end patches loaded?  I don't even have EOY Phase 1 loaded yet (was supposed to be this weekend).  Don't these patches have to be loaded prior to running year-begin?
