tax91ld 'W2 Data Error'?

We are getting 11 (out of 9000 EE's)  occurences of this message in our tax910ld.sqr out file.

     W2 Data Error (company) (emplid) (year) 2.000000

These 11 employees have a SEQUENCE_NUMBER 2 row in PS_YE_AMTS_VW (a view that returns boxes and amount from  PS_YE_AMOUNTS A and PS_TAXFORM_BOX )

But they don't have that SEQUENCE_NUMBER 2 in table PS_YE_DATA (W2 demographic data) they have only SEQUENCE_NUMBER of 1.

It is also happening in our Tax Update 19-E test environment.  But it is also happening in Production with Tax Update 19-D and not the new Tax Update 19-E changes.
