Is offline data entry option available in Oracle EBS

Good Morning

We are using R12.1.3 

We have a branch office in another country.They want use oracle EBS ( same instance with different ledger)

But their internet connection speed is very poor.

Their  finance manager is requesting for  'Offline Type' entries in their  premises, then in the late night hours they want to UPLOAD to main system.

Does  Oracle EBS  having any option to handle  such requirement.

Your suggestion will help us to identify the solution
