API for Submit / Baseline Program going into Error

Hello,

Recently, for the first time in our Production instance, we used an API to upload Budgets for several Award and Project Combinations.

As new FY20 has started in the US, it was not possible for our clients to create budgets for 400+ Award+Project combinations manually.

Hence, the API.

It tested completely fine in test instances, but in PROD, for several projects, it went into Error, in the Baseline Stage.

For several, it worked fine as well.

Error Message in Log File:

Baseline has failed because no budget exists for the project &PROJECT_NUMBER and award &AWARD_NUMBER.

GMS_BUDGET_UTILS.GET_BASELINED_VERSION_ID- In NO_DATA_FOUND exception
