2020 W4 Withholding - JN17530 ESU

Hello, I just want to confirm the baseline dependencies for ESU JN17530 which is for the 2020 W4 Withholding change.  JN17107 is listed as a baseline dependency.  This ESU appears to be for the Work Order system and looks like it’s more for manufacturing.  I was expecting to install baseline ESUs that were more related to HR/Payroll programs.  JN17107, in turn, has numerous baseline ESU dependencies, all of which appear to not relate directly to Payroll/HR.
