Are TTL values of RTP packets decremented by default if the SBC is not applying any DSCP or doesn't

We've noticed that  incoming packets have a DSCP value of EF PHB,  and once the packets have egressed the AcmeSBC with DSCP value CS0, the TTL has decremented.  Is this by default?
