What is Patch 30351539 Federal W-4 Changes - GPUS Uptake EE Administrator Page?

Hello,

We already applied patches 30511496 and 30645828 to our testing enviornment.  I noticed that patch 30351539 was just released today.  We don't use Global Payroll but I notice it includes bug #30642054 for "Social Security Updates for 2020".  Do we still need to apply this new patch?
