2020 W-4 - P085303A PO for Number of Periods

Can you please explain how the P085303A PO #2 (below) is used and what it controls?  Since for the year 2020 a biweekly payroll has 27 pay periods, should this be set to 27 for 2020 to coincide with the number of pay periods in the Master Pay Cycle for 2020? Then for the next year and following years where there are 26 pay periods it should be set to 26?
