ESS W-4 - R8985500 and F05402/F05403

I have a question about running R8985500 to populate F05402 and F05403, so that I can subsequently create the P05400 process flow script for the ESS 2020 W-4.   I've added 250 to 05/SS, our CNC cleared the cache, and then I ran R8985500.  I don't see 250 in F05402/F05403.  Then, therefore, when I try to add step 250, the fields to the right are disabled, and I get the error message shown. What am I supposed to see after running R898500?  Any suggestions or is there something I'm missing?
