"Missing" patch number

I have just identified a bug identified in our Windows x64 Oracle 12.1.2 implementation

The fix for this patch was originally contained in 12.1.0.2.180116 (Jan 2018) Database Proactive Bundle Patch .

However we are now at 12.1.0.2.19105 and I cannot see any reference to Bugs fixed: 24617969 or any of the 8 bug fixes that have superseded this (e.g. 27486326, 28349951, 29176139) when I run opatch lsinventory.

Am I reading this wrong or looking into the wrong place ?
