How to get Clusterware state out of "Rolling Upgrade"

We are attempting to upgrade from 12.1.0.2 ASM Grid to the 18c grid infrastructure and we are having issues with the clusterware. Prereq checks fail during the install process, with Clusterware Version Consistency, stating that the state of Clusterware is rolling upgrade.

The specific error is:

PRVG-13410 : The state of Oracle Clusterware is not consistent to allow upgrade. [Expected = "NORMAL" ; Found = "ROLLING UPGRADE"].

There is one command that we have found that seems to match this rolling upgrade state:

crsctl query crs activeversion -f

Oracle Clusterware active version on the cluster is [12.1.0.2.0]. The cluster upgrade state is [ROLLING UPGRADE]. The cluster active patch level is [#####].
