Why Phantom having routing

In Principle and by APICS definition, Phantom items are defined as non-stockable items that go to assembly as part of parent routing process itself. But I am seeing that the Phantom item can be stocked and it can have a separate routing as well.

What are the business scenarios when we come across such cases to have phantom having seprate routing and stocked?
