TFA 19.3 won't run as oracle when installed as root

I installed the latest version of TFA (19.3.2) as root to help troubleshoot. When I try to run diagcollect as oracle, it does nothing. So, I tried to check the version as oracle and got errors. I suspect there is a permissions issue somewhere with the root install. Any idea where?

[oracle@us2srv1150 ~]$ $TFA_HOME/bin/tfactl diagcollect -srdc dbperf
