Mass Update Person Benefits Balances Form

Good Afternoon ~

Is there an API that we can use for EBS 12.1.3 to update the Person Benefits Balances form with wellness points?  I see that there are uploads and REST API's for the Cloud but do not find anything for 12.1.3.

I do see that there was this a while back.  Not sure how to verify if we still have that.
