Is anyone familiar with this message "W4 already exists for next year... (2001,821)"

When testing the new W4 page we are receiving the following message:

W4 already exist for next year, contact Payroll Department (2001,821)

Contact your payroll department for further information

This message should not appear in any normal situation when an employee who is trying to adjust their W4 and not claiming exempt.

We have installed all of the 19E patches for 9.2 and changed the effective date in the PY_W4 app package as follows:    &Form2020_Effdt = Date(20191124);

When the Payroll Admin logs in as the user changing their existing (not 2020) form they see the new W4 page, change their withholding amount and save.
