OAF making a tab read only in customers

In the OAF personalization process, when accessing a customer site we need the steps for finding the place where a tab can be set to view only, specifically 'Payment Details', yet we would expect the process to work the same for any of the tabs. Each one of the links have been expanded yet unable to find anything referring to the specific tab.

Reviewed the blog created July 2012, which states to use Functional Administrator but we would like instructions on going through the form, like we did for hiding create buttons.

Navigation:

Access a customer, go to a site, click on details, tabs displayed; unable to determine how to set 'Payment Details' to view only.
