very slow pkgrecv when initializing a local IPS repo

I'm initializing a local IPS Solaris 11.4 repo like

and must investigate that the first ITEMS up to lets say 3.000 go fast enough to be happy, but since then it decelerates to be very very slow.
I can or must wait, and I estimate, it will end in maybe 24 hours if I'm lucky.. but still, there is no network bandwidth manager at Oracle that slows down this task?
