What's the difference between the federal withholding tax tables in these two patches?

I applied patch 30511496 on Tuesday of this week.  It is entitled "2020 U.S. FEDERAL WITHHOLDING TAX CHANGES AND OASDI TAXABLE WAGE BASE".  I then found documentation on patch 30590478 - "2020 U.S. PAYROLL TAX, GARNISHMENT & LEGISLATIVE ITEMS TOO LATE FOR 19E DELIVERY".

I noticed in 30590478 the document that goes with the patch lists the following -

$U 01/01/2020 A new table entry effective-dated 01/01/2020 includes the following changes for 2020:

1. The Social Security taxable wage base from $132,900 to $137,700 for 2020. The Social

Security tax rate on wages and tips remains unchanged at 6.2% for both employees and

employers for 2020.
