2020 W4 change does not seem to be flowing through to the payroll tax calculation

W-4 2020 Update Question: We are on 12.1.3 and I am currently testing EOY Phase 2 along with the 2020 W4 phase 1 and phase 2 patches.  Updating the W4 does not seem to be flowing through to the tax calculation. It does not matter how much I put in the deduction field (4b) the tax calculation does not change, the calculation seems to be only going off of what the employee chooses in section 1c of the W4.  The professional user tax form also does not look like it has been updated to reflect the new W4.
