How to find who kept the order on Hold

Dear All,

We have a business requirement to find out who kept the sales order on hold and when the order went on Hold but F4209 does not have Audit fields to find out who kept the order on Hold.

Is there any  approach to find out this information either by customization or by enabling Audit trail.

Pleased let me know what is the best approach, Thanks in Advance..
