Limit Min Order Qty in PS

HI SCM Folks,

Good Day SCM Community,

One of our suppliers requested to make an order by min multiple qty. in PS we set up as supplier item UOM page min qty and multiple order as 36. it gives user a warning but still allows to make order less than min qty. how to make force to limit MOQ? thinking "Error min/max QTY" on Purchasing definition option. that doesn't work. please share your thought.
