Unable to reconcile withholding's when 2020 W4 Box 2 is NOT checked

Hello,

Testing with the 2020 W4 form, is anyone else having an issue with reconciling withholding's when Box 2 is NOT checked?  It seems to be our common theme for those that we can't get to reconcile.
