After database upgrade to 19c, autoconfig is failing on EBS app node

After database upgrade to 19c, autoconfig is failing on EBS app node with below error. I have taken care of all steps related to UTL_FILE_DIR parameter. Database side autoconfig is completed fine. ERROR DESCRIPTION: (*******FATAL ERROR******* PROGRAM : (/u01/app/EBS/DEV/apps/apps_st/appl/fnd/12.0.0/patch/115/bin/txkCfgUtlfileDir.pl) TIME : Mon Dec 23 08:44:43 2019 FUNCTION: main::getUtlFileDirParam [ Level 1 ] ERRORMSG: Unable to read UTL_FILE_DIR parameter. ) ERRORCODE = 1 ERRORCODE_END .end std out. *** ALL THE FOLLOWING FILES ARE REQUIRED FOR RESOLVING RUNTIME ERRORS *** Log File = /u01/app/local/EBS/DEV/inst/apps/OSEBSDEV_osebsnp02/logs/appl/rgf/TXK_UTIL_DIR_Mon_Dec_23_08_44_41_2019/txkCfgUtlfileDir.log .end err out.
