Can someone brief me on Oracle bug id 28614179

Can someone brief me on "Enhanced the Supplier Change Request feature to allow Suppliers to remove address or contact information while submitting a Supplier Change Request." Oracle bug id 28614179 as I do not see any change in PUM 22 instance. I could not exactly make out what changes has been accommodated with this bug.
