New 2020 SC Tax Rates

It looks like the South Carolina state tax rates are changing for 2020. (see document WH-1603F)  They delivered a new SC W-4 also.      We're on PeopleSoft 9.1 and have applied Tax Update 19E and

the "2020 US Payroll Tax, Garnishment & Legislative items too late for 19E Delivery" but didn't see the new rates for SC.  

Are they coming in Tax Update 20-A?   Can they be entered manually or will they require COBOL changes too?     Thanks
