Using Select Record Option in EAS Console Rules File

I am using EAS 11.1.2.4.025. I have created a rules file, and need assistance to correctly configure the Select Record option for our Account dimension. Some of our accounts are in a 7 digit format, and some are alphabetic word format. I created the following Select Record criteria, because we only want to allow account members that begin with 5, 6, 7, 8, or 9 to load. I want to exclude account members that begin with 1,2,3, 4, or alphabetic characters. The picture below appears to work for excluding 1,2,3, and 4, but the alphabetic account members are still loading.
