Roll over PDBA Accrual Code Balance to a NEW PDBA code

How can we take balances from a PDBA Accrual Bank and move it to a NEW PDBA Accrual Bank? Payroll wants to close 5 Sick PDBA codes and add an expiry date on them and move the balances up to a maximum of 2 * the FTE Hours to 1 new PDBA code with a new effective date.

Any suggestions are appreciated. It looks like the Year End PDBA roll over will only roll over to the same account but I may be missing something. Please note I am in IT not in Payroll.
