ECO for only 3 org and only 3 items?

Raised SR regarding item revision not getting implemented in org hierarchy. Org hierarchy has 12 orgs in it. Support agent says that ECO can be created for 3 items and org hierarchy of 3 orgs only, a code limitation. Can anybody confirm it.
