DBA deductions not taken on 1st pay of new year

I have DBA deductions set up for garnishees where I have a target amount. These deductions were not taken on the 1st pay of 2020. I remember this happened last year too. What am I missing? Do the Rollovers have anything to do with it or is it the DBA set up ?

We use JDE Enterprise1 9.2
