Siebel Outbound Web service custom SOAP header

in Siebel Business Process & Functionality (MOSC) Question

I would like to test newly created custom business service which is used as Request Filter Service in Outbound web service to add custom SOAP header. In version before IP2017 I can compile the custom BS to SRF and give this BS as value to Request Filter service and then debug the BS code in Tools and capture the request output xml in logs. In the new version (IP19.6) I am not able to access the custom BS in the Request Filter service from my workspace after doing inspect. So is anyone aware of how to test this scenario without
