who should be doing DEFER Mounts using a JES3 2.3 usermod to IATIIP1, ELS 7.3 or CA1 TMS R14.0? Bot

Who should be doing DEFER Mounts using a JES3 2.3 usermod to IATIIP1, ELS 7.3 or CA1 TMS R14.0?  Both hit the same OI instruction in IATIIP1 but with different logic.  CA states that they made logic changes in CA1 TMS 14.0 in the area of tape robotics logic that now positions a usermod to IATIIP1 that was NOT required in TMS 12.6.  We are using ELS to support a non-SMS managed Oracle Sun STC SL8500 VTSS with 2 VSMs and a VLE, and we have an IBM TS3500 ATL which is SMS managed.
