Is it required to use PDB for EBS in 19c

We're running EBS 12.1.3 on a 12.1.0.2 database on RHEL 7 and expect to migrate to the Cloud with 2-3 years.

Post migration we're considering retaining our on-prem instance to access history not migrated to the cloud.

To that end I'm considering upgrading the database to 19c hoping it will allow us to upgrade to RHEL 8 in the future.

It seems we're expected to convert to a PDB....given the added complexity and little to no benefit of multi-tenant for EBS I'm wondering if conversion to a PDB is an absolute requirement.
