Project allocation source only includes labor

I have set up an allocation to spread costs from one project across 4 targets. When I run the allocation, the only costs picked up are the labor costs. The burden expenditure item and the invoices interfaced from payables are not included.

When I run the allocation with no resource list assigned, it only allocates labor costs. When I add a resource list, the allocation errors with the error 'PA_AL_ZERO_SOURCE_POOL_AMOUNT. The source pool amount cannot be 0. No allocation can be performed.' This happens when only the resource list is assigned with no inclusions/exclusions, and also when I add resources as inclusions/exclusions. The Source is set up to use the Total Raw Cost -- the instance is not set up to use Total Burdened Costing.
