Invalid Federal Form W-4 Version Selected (2000, 1501)

Per the Form W-4 2020.pdf document, page 9, this error message will be issued "if you select "2020 or Later" and the effective date is before 01/01/2020". It appears that this is only true if the current date is prior to the date set in app package PY_W4. So we will no longer ever see error in production since the Form2020_Available date should be 01/01/2020?
